Kapag may “PRIVILEGE” po, pa-minsan-minsan, ika’y pwedeng MAKALAMANG!
Ang KONGRESO po natin ay may ‘DISCRETION”…
Na palawigin ang PRANGKISA, o bawiin kung may RASON;
At ang ‘DISCRETION” po sa katotohanan, ay kalayaan at KAPANGYARIHAN – –
Magpasya kung may makitang kamalian at ang kung anoman ang NADUMHAN!

DISCRETION as defined: “is the freedom to decide what should be done in a particular SITUATION”…
It actually does not require accomplishments or tasks done, for some kind of EVALUATION;
You may perhaps advance with passing COLORS, but that’s not the whole SITUATION – –
It still boils down back, to JUST and SHEER CONGRESSIONAL DISCRETION!
Sa isa pa pong kahulugan ng terminong DISCRETION…
Eh, ganito po ang syang turan, with neither REVISION nor ADDITION:
“‘Tis the power of making free choices unconstrained by external AGENCIES” – –
Kaya po ang ABS-CBN, ala pong karapatang “mag-DEMAND” even with lots of VACANT FREQUENCIES!
Kaya po tayo’y may ELECTION, upang ihalal ang syang magiging REPRESENTATION…
Yaon pong mga halal na alam ang buong “essensya” ng DISCRETION;
Ekslusibo pong kapangyarihan ito ng atin pong KONGRESO – –
